中国3G牌照即将发放，中国固网运营商目前正在面临业务和网络转型的关键时期。一方面，在全面实现固网智能化的同时，庞大的PHS网络和用户群将继续增长，业务转型全面启动。在现阶段，国内固网运营商如果建设和运营3G网络，需要充分研究传统固定通信网的特点和现状，进一步研究解决3G核心网与PSTN、PHS、NGN的体系结构融合问题，以增强固网运营商的核心竞争力。
本论文在对移动通信产业形势进行综述基础上，回顾了WCDMA技术标准的发展过程，介绍了IMS 的系统组成和工作原理，分析了传统固定通信网络的现状、特点和发展趋势，详细阐述了固网运营商核心网体系结构演进技术线路的四个发展阶段，说明了正确选择3G核心网络发展策略的重要性和迫切性。
基于以上分析及其结论，本论文在面向固网运营商的3G核心网体系结构研究中，提出了全网体系结构的两种新建议：
以固定通信网络现状为基础，论证了3G网络电路域与PSTN（NGN）的两种互通方案。详细分析了其媒体体流和信令流的实现过程，分析比较了关键协议SIP和BICC的差异，提出了互通方案选择建议。
以最终实现IMS架构中的HSS为目标，对融合数据库的实现过程进行研究。重点分析了固网运营商用户数据的现状和发展趋势、融合SHLR的特性及业务能力、融合SHLR引入后对业务的影响、融合SHLR引入3G网络中如何组网等问题，最后得出固网运营商在3GPP R4网络中提前引入融合数据库HSS的策略建议。
上述建议通过本地固网通信运营企业实际网络建设的项目实施和业务开通，得到初步验证。
